Everybody learned about the bicameral nature of Congress in high school but there's a lot more to it than that. This book is the text for TheCapitol.Net's excellent three-day course on the workings of Congress and the two compliment each other.
The House and Senate are very different from each other in procedure and focus and this book carefully and effectively explains how. Plus, the function of Congressional staff is little understood but highly important, the budget and appropriations process is an important mystery. How does a Congressman go from first election to functioning member? What are the offices and roles of party leadership? Who are lobbyists and how do they work? How do you research legislation, made and in the making?
It's all here. This book is essential reading for anyone with an interest in these subjects but who hasn't worked on the Hill.

Who this book is for: A political science researcher, a lawyer, an educator, a journalist, a political activist, a congressional worker. In short, anyone who has to professionally think about or deal with Congress. For these people the book is indispensible, even in the Internet Age.

If your occupation is not listed above then consider the following books below, each of which is less than $20, and all of them together are less expensive than this book:

Advanced political readers:

Constitutional Conflicts Between Congress and the President

by Louis Fisher

Beginners:

The House and Senate Explained: The People's Guide to Congress by Ellen Greenberg

or

How Congress Works and Why You Should Care by Lee H. Hamilton

The person who wrote the review on moral issues is definately right. I am enraged at the advertisement that I am seeing (reviews with a heading "Good, but other books tell how Congress really works" or "OK, but 2 see how Congress works, see Congressional Deskbook" that describe NOTHING about the book and redirect the reader to Congressional Deskbook). There are currently SEVENTEEN books with these reviews that Amazon didn't delete yet:

1.) Congress And Its Members
2.) Congress Reconsidered
3.) The American Legislative Process: Congress and the States
4.) Congressional Government: A Study in American Politics
5.) Army Relations with Congress : Thick Armor, Dull Sword, Slow Horse
6.) How Federal Laws Are Made (Know Your Government Series)
7.) How to Research Congress
8.) C-Span: America's Town Hall
9.) Pivotal Politics: A Theory of U.S. Lawmaking
10.) The C-Span Revolution
11.) Committees in Congress
12.) Congressional Operations Poster: Federal Legislative And Budget Processes
13.) Unorthodox Lawmaking: New Legislative Processes in the U.S. Congress
14.) Congressional Odyssey: The Saga of a Senate Bill
15.) The Congress Dictionary: The Ways and Meanings of Capitol Hill
16.) The Congress of the United States : A Student Companion
17.) Uniform recidivism and revocation rate calculation

Amazon, thankfully, has deleted reviews for three other books that I have taken off this list. This is violation of Amazon's content rules and seems to me immoral and almost illegal... just keep this in mind before buying.

Moonworm
This book is moderately serviceable for its intended readers. One wonders, though, to what degree the unethical reviewer behavior clearly linked to the book's editor and publisher infects and damages the overall integrity of this work and its contents. The other Amazon listed reviewers of this book are clearly bald-faced shills. Not content with this, the [...] reviewers go so far as to post phony reviews of competing Congressional handbooks within which they attempt redirect readers to this, their own title. "Moral issues," anyone?

'A Reader', you should be seriously ashamed of your unethical behavior. You are unnecessarily giving Congressional Deskbook (and politics) a bad name.

Please keep this in mind when reading reviews (and completely ignore and forget what 'A Reader' has to say), but do not let 'A Reader' spoil this book. Look at all the books concerning this topic before buying this.
