The Secretary-General - Developments under kurt waldheim, 1972–1981. Waldheim entered his second term of office in January 1977 with few illusions about the United Nations. Two overriding concerns shaped Waldheim's p: concern for the preservation of the peace and concern for the evolution of world economic arrangements that would effect a more equitable distribution of the world's wealth. Two other issues were also of special concern to Waldheim: the financial position of the UN and terrorism.
He became secretary-general in a time of great challenge, presiding over an organization beset by financial crisis and doubt and criticism of even its longtime supporters.

Kurt Josef Waldheim (German: (listen); 21 December 1918 – 14 June 2007) was an Austrian diplomat and politician. Waldheim was the fourth Secretary-General of the United Nations from 1972 to 1981, and President of Austria from 1986. Waldheim was the fourth Secretary-General of the United Nations from 1972 to 1981, and President of Austria from 1986 to 1992. While he was running for the latter office in the 1986 election, the revelation of his service in Thessaloniki, Greece and in Yugoslavia, as an intelligence officer in Nazi Germany's Wehrmacht during World War II raised international controversy.
