Children?s homes have cultures which vary from the benign to themalignant. Using a distinctive ?cross-institutional? design, thisstudy of 48 children?s homes shows how some were characterised bywidespread bullying, delinquency and low morale among both staffand residents whilst others were relatively peaceful and friendly. These differences are explained by the way these homes wereresourced, managed and run, thus providing lessons for the future. a much-needed insight into the management of children?s homesand the impact on their residents.

Child care is presented as the provision of physical comfort together with the experience of dependability and predictability. This composite optimally enables the child to experience a very personal care and with it, the feeling that he or she is special. This booklet presents the results of a survey of child care programs in nine countries: Canada, France, The Federal Republic of Germany, Israel, Poland, Sweden, the United Kingdom, the United States, and Yugoslavia. Eleven facets of child care programs were evaluated: (1) the structure of child care.
